Let's also consider that, however poorly, the anime has "translated" volumes 1-9, enough that we know the basic story.

So here's what we most pressingly need:
Volumes: 16-19, part of 21, 22-32, most of 33, 34-most of 40.

Summaries have covered 22, 23 in reasonable detail, and aetheticism's brief summaries give some insight up to volume 28.

Volumes 29-40 are mostly a blank slate to us English readers (except for some spoilers for the ending). And everyone wants a full translation of volume 21. So, 21, 29-40 seem like the most pressing areas to address.
