Yeah, I think your Watsonian confusion is very much what they're going for - calling yourself Good or Evil or blindly following those who are makes you a poor and restricted moral actor, which is why most of the humans have the moral agency you pointed out. The angels and demons are indeed stupid and limited until they start making choices, hence the comments on Crowley being "creative" which most demons are not.
